The Ministry of Science, Technology and Environment is the organism in charge of directing, to execute and to control the politics of the State and of the Government as regards science, technology, environment and use of the nuclear energy, propitiating the coherent integration of these to contribute to the sustainable development of the country.

Besides the attributions common to all the Organisms of the Central Administration of the State, the CITMA has the attributions and following specific functions:

1. To propose and to evaluate the strategy and the scientific and technological politics in correspondence with the economic and social development of the country, establishing the objectives, priorities, lines and programs that correspond and to direct and to control their execution.
2. To direct and to control the elaboration process, execution and evaluation of the programs of scientific investigation and of technological innovation.
3. To promote and to facilitate the participation of the scientific community in the elaboration and evaluation of the strategies and political of science and technology.
4. To propose the strategy and the politics to continue for the process of elaboration of the plan and the science budget and technological innovation in correspondence with the approved priorities. To distribute and to control, according to the case, the execution of the budget approved for the national programs, brunches and territorial.
5. To direct, to coordinate and to control, according to the case, the process of integration of the factors scientist, technological, productive and other, in the generation and use of knowledge scientific-technicians through the Scientific Facilities, the thematic fronts and other integration forms that settle down related with prioritized activities. To coordinate the integration of other factors like the Juvenile Technical Brigades (BTJ), the National Association of Innovative and Rationalizers (ANIR) and the movement of the National Forum of Science and Technique.
6. To promote the widest use in the economic and social practice of the scientific results, the inventions and technological solutions generated nationally.
7. To promote, to guide and to control the development of the organizations and scientific and technical societies.
8. To establish the regulations and normative for the transfer of technologies from the exterior, as well as for the export and commercialization or negotiation with foreign entities of investigation-development projects, scientific results and technologies generated in the country in coordination with the organisms that correspond.
9. To propose, to direct and to control the politics, and the normative marks for the juridical classification of the industrial property in diverse disciplines and to execute them, as soon as it concerns.
10. To participate in the evaluation of the technological aspects of the economic programs of the branches prioritized in the national environment.
11. To elaborate and to propose, in coordination with the organisms that correspond, the environmental politics and to control their execution; as well as to develop, to perfect and to control the strategies, integrated of the hydro-graphic basins, bays and plans and programs for the protection of the environment, rational use of the natural resources and prioritized ecosystems.
12. To settle down and to control the politics directed to the development of clean productions, economic use of the residuals, the promotion for the use of renewable energy and the introduction of systems of certifications and other forms of environmental recognition.
13. To reconcile the discrepancies between the organisms and other entities in connection with the protection of the environment and the rational use of the natural resources, adopting the pertinent decisions or elevating government the proposals of measures that correspond in each case.
14. To dictate, to propose or to be pronounced, as it proceeds, and to control the application of regulatory measures dealing with the conservation and rational use of the floors, the mineral resources, the terrestrial and marine waters, the forests, atmosphere, the flora and fauna and for the prevention of the contamination in general.
15. To direct, to evaluate and to control the meteorological surveillance, of the climate, of the chemical composition and of general contamination of the atmosphere; the environmental radiological surveillance and the seismologic service, as well as the studies of risk of seismic, meteorological and radiological danger.
16. To direct and to control the activities related with the protected areas.
17. To propose the politics to continue in the use of the nuclear energy. To direct and to control their execution and execution, especially in that referred to the nuclear energetic, the investigations and the application of the nuclear techniques and the radio-isotopic ones.
18. To regulate, to supervise and to control the measures that guarantee the security in the use of the nuclear energy.
19. To propose and to direct the politics regarding files and conservation of the documentation of permanent value. To establish the norms for the operation of the national system of files.
20. To direct and to control, the strategies and actions of international cooperation regarding science technology, industrial property, environment and use of the nuclear energy. To coordinate the national participation in connection with these topics in organizations, organisms and international treaties.
21. To elaborate and to propose the strategy and politics regarding biological security, establishing the regulations and supervising the measures that assure their execution. To regulate, to supervise and to control the measures that guarantee the biological security.
22. To direct and to control the state politics’ application as regards normalization, treatise of weights and measures and control of the quality in the whole country.
