Of conformity with the sixth and seventh final dispositions of the 147 Ordinance-Law , the Ministry of the Transport is the Organism in charge of directing, to execute and to control the politics of the State and the Government as for the terrestrial, marine, fluvial transport, its auxiliary or related services, and the marine civil sailing and, besides the functions common to all the organisms of the Central Administration of the State, and has the attributions and following specific functions:

  1. To direct the politics of the planned development and of the effective benefit of the services of terrestrial, marine and fluvial transport, inside the territory and of the auxiliary and related services to these, as well as internationally according to the norms of the international law.
  2. To define, to classify and to regulate, in what concerns, the norms of exploitation, control and conservation of the means and other equipments of the different services of transport in correspondence with the characteristics of the highway system, protection of the environment and others of general character.
  3. To grant, to limit, to modify, to suspend or to cancel the licenses and permits for the benefit of any service of transport operated by the state sector and deprived in the whole national territory, and their jurisdictional waters according to the established procedure.
  4. To inspect and to revise, periodically, all the means of transport that circulate in the national territory, as well as to exercise other inspection functions and state control in the transport.
  5. To organize, to regulate, to operate and to maintain the services that are convenient for the security and help of the marine and fluvial sailing.
  6. To regulate the conditions and requirements for the conduction of vehicles in general and of the technical personnel in the cases and systems in that were necessary, as well as the expedition, suspension and repeal of the licenses and certificates of effective aptitude.
  7. To dictate and to control the exploitation and activities of the ports and railroads, freeways and highways, including the control of the area of proximity security.
  8. To determine the norms for the security of the terrestrial transport, of the marine civil sailing, as well as to control the execution of the same ones and to emit the corresponding certificates: To dictate how many measures of security are considered necessary for the prevention of accidents in the different systems of transport.
  9. To direct inside the campuses and competition the elaboration of the highways plans of the country and to control their execution, to dictate and to control the highways maintenance.
  10. To regulate all respecting to the traffic that embraces the systematic studies that correspond, the design, the streets signaling and their conservation, the traffic lights and other means of prevention and warning.
